To achieve its objectives, the Council has jurisdictions to:

  1. Set general policy which governs the exercise of its jurisdictions.
  2. Set, in coordination with other specialized councils, general policy for education in its different forms and levels and ensure compliance with the State’s overall policies and requirements for comprehensive development to achieve the Sultanate’s cultural, social, economic and scientific goals. The Council is to follow up implementation of this policy.
  3. Develop, in coordination with concerned parties, a strategy for education within the framework of the overall policy of the State and follow up implementation of such strategy.
  4. Evaluate the quality of education in its different forms and levels and take measures to ensure the quality of its outcomes.
  5. Develop education policies, plans and programs which cope with latest developments and reflect the overall policy of the State.
  6. Revise and develop policies and mechanisms to link and integrate outcomes of all levels and forms of education, including applied, technical, and vocational education.
  7. Link the Sultanate’s education programs and specialties to the demands of the labor market in the Sultanate of Oman.
  8. Regulate students’ admission to all forms and levels of educational institutions and, in coordination with concerned parties, determine numbers of admitted students to these institutions.
  9. Approve the establishment of all forms and levels of educational institutions within the framework of the policy of the State policy prior being granted license to operate by relevant authorities.
  10. Endorse strategies and plans of higher education institutions and follow up their implementation in coordination with the relevant parties.
  11. Revise and develop curricula, educational programs and examination and evaluation policies as well as approaches of management and supervision in order to ensure achievement of the Sultanate’s overall education policy.
  12. Follow up education affairs and investigate difficulties; and set plans and programs to solve them.
  13. Follow up study status and conditions of affiliates of educational institutions, and take actions that ensure providing care to them by improving the performance of these institutions.
  14. Look into annual reports on institutional performance developed by relevant institutions and take appropriate actions.
  15. Decide on administrative penalties proposed by concerned authorities on different forms and levels of educational institutions in accordance with legislations in effect in the Sultanate of Oman.
  16. Encourage and support development and publication of studies related to education and establish close cooperation and exchange of expertise with similar bodies in other countries and international educational organizations.
  17. Develop a system for educational documentation in its various forms in accordance with the provisions of laws in effect in the Sultanate of Oman.
  18. Supervise the Omani Authority for Academic Accreditation in accordance with the provisions of Royal Decree No. 54/2010 on establishment of the Authority
  19. Propose draft laws on education, provide advice to concerned authorities on all draft laws submitted for legislation and look into existing laws and regulations for possible updating.
  20. Study proposed international agreements relating to education in its different forms and levels and, in coordination with concerned parties, review agreements currently in force.
  21. Follow up the implementation of Council policies and decisions.
  22. Determine the jurisdictions of the Secretariat General of the Council.
  23. Approve the organizational structure of the Secretariat General.
  24. Endorse regulations required for the Council’s operations and for performing its duties.
  25. Approve the Council’s annual budget and the final statement of account.
  26. Study all issues relating to the Council jurisdictions turned over to the Council by His Majesty the Sultan, the Cabinet or other concerned educational authorities.
  27. Develop an annual report on all different forms and levels of education and submit it to the Cabinet.
