MUSCAT, In a major decision announced on Sunday, Minister of Manpower Shaikh Abdullah bin Nasser bin Abdullah al Bakri has retained some top positions in the education sector for Omani nationals.

“Four professions in the private higher education institutions and private training institutions may be practiced only by Omanis”, states Article 1 of the Ministerial Decision 533/2018.

The positions include Director/Head of Admissions and Registration Department, Director/Head of Student Affairs Department, Director/Head of Quality Assurance Department and Director/Head of Career Guidance Section.

“Those non-Omani workers who are currently holding the same positions can continue till the expiry of their present contract, but shall not be renewed”, stipulates Article 2 of the decision.

Article 3 of the decision repeals anything contrary to this decision or contradicts its provisions.

“The decision shall come into effect from the day of its publication in the official gazette”, a statement from the ministry said.

Through another Ministerial Decision No. 535/2018, Sheikh Abdullah amended certain provisions in the regulations of the professional colleges and professional colleges of marine sciences.

The amendments are based on Royal Decree No. 76/2004 that defines the authority of the Ministry of Manpower over the organizational structure and regulations of the professional colleges and professional colleges of marine sciences issued by the Ministerial decision 244/2015.

Article 1 of the new amendment states, “each professional college and professional college of marine science shall have a council headed by a director nominated by the undersecretary of the ministry of higher education”.

The members, according to the amendments, can be two heads of technical departments in the colleges and two representatives from various special economic sectors.

“The nominations should be done in coordination with the relevant authorities, after the approval of the Minister”, stipulates the decision, adding, “the council may seek the assistance of any person, if it deems fit to attend the meetings, without having a number of votes”.

Article 2 allows cancellation of anything that contravenes the ministerial decision or contradicts its provisions.
